Lieutenant General (retired) Khalid Kidwai is advisor to Pakistan’s National Command Authority and pioneer Director General of Pakistan’s Strategic Plans Division, which he headed for an unprecedented 15 years. He is one of the most decorated generals in Pakistan and was awarded the highest civil award Nishan-i-Imtiaz, as well as Hilal-i-Imtiaz and Hilal-i-Imtiaz (Military). Winner of the Sword of Honor at Pakistan's Military Academy, he later saw frontline combat action in erstwhile East Pakistan and was a prisoner of war in Pakistan’s 1971 war with India. General Kidwai conceived, articulated and executed Pakistan’s nuclear policy and deterrence doctrines into a tangible and robust nuclear force structure. General Kidwai is also the architect of Pakistan’s civilian Nuclear Energy Program and National Space Program.

The learning curve of Strategic Plans Division during his unprecedented years of directorship was so steep and high that it almost equate Pakistan's nuclear capability with Indian nuclear capability within a decade. But as far as space program is concerned, a maiden satellite was send in space from a soft loan from China. Why Space Program left so unnoticeable?
The reason is Pakistan nuclear capability is hidden from general public while space program capability is open

As a Pakistani I wonder when this stock piling of nuclear weapons race would end?are we in competition with regional powers or international ones?100 or 1000 do not matter even 20 are enough to ensure MAD(mutually assured destruction)instead we should save on our defence budgets and devote resources towards public welfare-with sky rocketing corruption-over 10 million youth deprived of basic education in Punjab province alone-half of country's population not having clean drinking water-hospitals not having paramedics and medicines-over 150 infants dying of hunger in Thar desert in Sind Province for the past few months--falling law and order situation in entire country--how can 100 atom bombs save us?we may well be on self destruct mode --Situation in India is no better than Pakistan--In early 70s in the wake of Chinese opening up to west the great wise Chinese leader Mao was once d asked about very limited number of Chinese nuclear weapons(apprx 600 as against 6000 of USA )replied softly that only 60 were enough to destroy each other and rest were just waste of resources.If nuclear weapons alone could save a country then former USSR would not have divided into dozen independent states--Its time to think
Amazingly naive of a General of his caliber, that he is not able to distinguish between conventional conflict and a 'nuclear armageddon'. Conventional actions are decided based on existing and future threat levels and it is the sovereign prerogative of any state to organise its fighting machinery. To say that tactical actions leading to operational level contests under a nuclear overhang is nothing but a blatant threat and a strategic miscalculation. Brinkmanship at its very best
