国际货币基金组织有关低收入发展中国家(Low Income Developing Countries)的最新研究报告指出,在过去两年内,脆弱性不断上升。目前,有百分之四十的低收入发展中国家极易受到增长冲击的影响,这一比例创下了全球金融危机以来的历史新高。严重依赖商品出口(如石油和矿产等)的国家在2015年的经济增长速度明显放缓,据预计,这一趋势很有可能将延续至2016年。此外,低收入发展中国家还需要大量的外部资金支持其国内的项目,以便其在中期内更好的适应气候变化;否则,其宏伟的发展目标很可能就会成为空中楼阁。
