Richard Nephew is a program director with the Center on Global Energy Policy at Columbia University’s School of International and Public Affairs. He is also a nonresident senior fellow at the Brookings Institution. He previously worked as principal deputy coordinator for sanctions policy with the U.S. Department of State.
