Significance

Japan and the U.S. initiated joint training and research projects in various countries across the world, with Japan committing $3 billion through the duration of the initiative.

Assistance targetted areas to help curb population growth, such as basic health care, primary education, family planning, and empowerment of women. In the Philippines, for example, Japan provided HIV surveillance equipment to an ongoing U.S. AIDS surveillance and education project, as well as a family planning project.
