Context
- Started so the U.S. and Japan could move beyond consultation to actual cooperation on preventing the proliferation of nuclear weapons and other weapons of mass destruction.
Goals
- To strengthen the Nuclear Non-Proliferation Treaty regime, bring about the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), and work toward a conclusion for the 2000 UN Nuclear Non-Proliferation Treaty Review Conference.
Significance
The commission established a Technical Cooperation Working Group to improve CTBT’s International Monitoring System’s seismic network. It has so far discussed missile defense, biological weapons, and the nuclear activities of other nations.
