    Historical Analogies

    Prime Minister Sharon's analogy of George W. Bush's current policies to the abandonment of Czechoslovakia in 1938 is warped and ill-advised. But, the prime minister had a point. There exists a much more apt analogy which- not surprisingly- does go back to 1938-39. It is not Chamberlain and the Nazis, but the British and the publication of the pro-Arab 1939 White Paper on Palestine.

    U.S.-Russia Nuclear Reductions

    If the U.S-Russian relationship stabilizes and an agreement is reached on missile defenses, Russia’s nuclear arsenal could dip as low as 1,000 weapons by 2010, allowing the U.S. to pursue deep cuts. It is unlikely, however, that Washington’s current position on missile defenses, the ABM Treaty, or negotiated arms control will create the environment needed for these reductions to materialize.

    The war on anti-American terrorism must target Hezbollah, the terrorist group backed by Iran and Syria, as well as the Taliban. And it must include a determined effort to remove Saddam Hussein from power, by supporting the Iraqi opposition and, if necessary, by using American military force to complete the tragically unfinished task begun in Operation Desert Storm a decade ago.

    NGOs frequently call on oil and mining companies to not only improve their own practices but also those of the countries in which they operate. But private corporations cannot reform developing-country governments; neither can the governments of industrialized countries, the World Bank, or the NGOs. Much of the change can only come from inside, and the process will be slow and convoluted.

    We think the president has an instinctive sense that U.S. policy toward China should be a good deal tougher than it has been the last 12 years. Surely it's time for him to shape a coherent policy, bring his advisers into line, and not allow staffers to be hung out to dry. This would be the adult thing to do.

    The "One China" policy has been slowly but steadily collapsing under the weight of its own contradictions for more than a decade. And how could it not collapse? America's very arcane, very nuanced policy was created in 1979. The world then was so different from today's that it might as well have been 1879.

    Whatever risks may accompany a policy of containment, the risks of weakness are infinitely greater. China hands both inside and outside the administration will argue that this crisis needs to be put behind us so that the U.S.-China relationship can return to normal. It is past time for everyone to wake up to the fact that the Chinese behavior we have seen this past week is normal.
