Ulrich Kühn is a nonresident scholar at the Carnegie Endowment for International Peace, and a fellow with the Institute for Peace Research and Security Policy at the University of Hamburg (IFSH). He holds a PhD in political sciences from Hamburg University, an M.A. in Peace Research and Security Policy from Hamburg University and a Magister Artium in medieval and newer history as well as German literature from the Rheinische Friedrich Wilhelms University Bonn. His current research focuses on escalation dynamics in the NATO-Russia context and possible arms control measures.

Previously, he worked for the German Federal Foreign Office. In 2011, he was awarded United Nations Fellow on Disarmament. Kühn is the founder and a permanent member of the Deep Cuts Commission, chair of the Standing Group on Non-Proliferation of the European Initiative on Security Studies (EISS), an elected member of the International Institute for Strategic Studies and an alumnus of the ZEIT Foundation Ebelin und Gerd Bucerius.

Kühn has published on arms control, international security institutions, and Euro-Atlantic security. His articles and commentary appeared inter alia at The National Interest, War on the Rocks, Strategic Studies Quarterly, Defense One. He has appeared on Al Jazeera, Yonhap News, AFP, Frankfurter Allgemeine Zeitung, Stern, Focus and ARD Monitor/Panorama.
