Scott Singer

Scott Singer is a fellow and co-director of the China AI Initiative at the Carnegie Endowment for International Peace, where his work explores the geopolitics, governance, and safety of advanced AI systems. He specializes in China’s AI ecosystem and the implications of Chinese AI development and policymaking for U.S.-China relations and international security.

Scott previously served as lead writer of the California Report on Frontier AI Policy, commissioned by California Governor Gavin Newsom, which informed SB-53—the United States' first law governing frontier AI systems. He was also a writer on the second International AI Safety Report, led by Professor Yoshua Bengio, which offers the most comprehensive global scientific assessment of frontier AI risks and governance to date.

Scott co-founded the Oxford China Policy Lab and is an affiliate of the Oxford Martin School AI Governance Initiative. His work has been published in Foreign Affairs, Foreign Policy, Science, and The Washington Post. His work and expertise have been featured in outlets including The Atlantic, BBC, Bloomberg, The Financial Times, The Guardian, NBC News, The New York Times, Nikkei Asia, POLITICO, SCMP, TIME, Transformer, The Verge, Vox, WIRED, and The Wire China.

Scott holds a Ph.D. in international relations from the University of Oxford, where he was a Clarendon Scholar, and a BA in economics and fundamentals: issues and texts from the University of Chicago. He was a National Bureau of Asian Research Chinese Language Fellow at the International Chinese Language Program in Taipei and is professionally fluent in Mandarin.
