Oil Production in Russia: State Policy and ProspecThis working paper, written in Russian, examines the models of innovative development in the hydrocarbon industries of the Soviet Union, today’s Russia, and Norway. The work contributes to the study of the conditions for and obstacles to building up a new “economy of incentives to innovation, rather than the economy of directives” that exists currently in Russia.
