While China, India, and Pakistan have long had competitive and often antagonistic relationships, the significant transformation of each nation’s nuclear capabilities over the past decades now complicates—and in some ways mitigates—their geopolitical rivalries. Tellis’ new report “Striking Asymmetries: Nuclear Transitions in Southern Asia” which studies the implications of China’s dramatic nuclear expansion, Pakistan’s striking diversification of its nuclear arsenal, and India’s slow nuclear modernization. Rabia Akhtar
Rabia Akhtar is the director for Centre for Security, Strategy and Policy Research at the University of Lahore. She is the founding Director of the School of Integrated Social Sciences, University of Lahore.
Evan A. Feigenbaum
Vice President for Studies
Evan A. Feigenbaum is vice president for studies at the Carnegie Endowment for International Peace, where he oversees work at its offices in Washington, New Delhi, and Singapore on a dynamic region encompassing both East Asia and South Asia. He served twice as Deputy Assistant Secretary of State and advised two Secretaries of State and a former Treasury Secretary on Asia.
Rakesh Sood
Distinguished Fellow, Council for Strategic and Defense Research
Rakesh Sood is a former Indian diplomat with over four decades of experience. During his diplomatic career, he served as ambassador and permanent representative to the Conference on Disarmament, ambassador to Afghanistan, Nepal, and France, and special envoy of the prime minister for Disarmament and Non-Proliferation. He is currently a distinguished fellow at the Council for Strategic and Defense Research.

Former Senior Fellow
Ashley J. Tellis was a senior fellow at the Carnegie Endowment for International Peace.
Tong Zhao
Senior Fellow with the Nuclear Policy Program and Carnegie China
Tong Zhao is a senior fellow with the Nuclear Policy Program and Carnegie China, Carnegie’s East Asia-based research center on contemporary China. Formerly based in Beijing, he now conducts research in Washington on strategic security issues.
