In preparation for Indian Prime Minister Singh’s visit to Washington next week, the Carnegie Endowment released an in-depth strategy report for U.S.-India relations. India As a New Global Power: An Action Agenda for the United States proposes the transformation of relations between the United States and India with major implications for the future balance of power in Asia. Carnegie senior associate, Ashley J. Tellis, a leading expert on U.S.-South Asian relations, offers this detailed plan for successfully implementing the Bush Administration's new decision to assist India in becoming a major world power in the twenty-first century. Ashley J. Tellis is a senior associate at the Carnegie Endowment and former senior advisor to the U.S. ambassador in India. He also served on the National Security Council staff as special assistant to the president and senior director for strategic planning and Southwest Asia. He is co-editor of Strategic Asia 2004–05: Confronting Terrorism in the Pursuit of Power (The National Bureau of Asian Research, 2004).
