Digital Authoritarianism: A Growing Threat

Today digital repression is increasingly used as a means for autocratic leaders who wish to suppress societal discourse and democratic aspirations. Russia deploys digital tools to assert control over citizens and censor voices opposing the War on Ukraine, while China and Iran go to great lengths to deploy advanced surveillance and censorship to quell dissent within their borders. The threat to U.S. democracy and the free world is urgent and requires a concerted, global effort to preserve the integrity of democratic institutions and freedom of its citizens.

Join us for a special event featuring the Director of National Intelligence Avril Haines in conversation with Carnegie’s Dan Baer on combatting digital authoritarianism.

Avril Haines was sworn in as the Director of National Intelligence on January 21, 2021. She is the seventh Senate-confirmed DNI in our nation’s history and the first woman to lead the U.S. Intelligence Community.

Senior Vice President for Policy Research, Director, Europe Program

Dan Baer is senior vice president for policy research and director of the Europe Program at the Carnegie Endowment for International Peace. Under President Obama, he was U.S. ambassador to the Organization for Security and Cooperation in Europe (OSCE)  and he also served deputy assistant secretary of state for the Bureau of Democracy, Human Rights, and Labor.
