About

Himār Arjun Singh is the deputy director for operations and external relations at Carnegie India. He has previously served as the chief of public policy & corporate communications at Bharti Enterprises, one of India’s leading business corporations with interests in telecom, space communications, digital solutions, real estate, and hospitality.

He is a seasoned public policy professional with experience spanning two decades in advocacy, corporate affairs, and communications. Himār serves as a member of the managing committee of the Public Affairs of India (PAFI), a leading platform for public affairs professionals in India, promoting transparency, accountability, and ethical practices in the field.

He also served as the sherpa at the B20 India Action Council on Africa Economic Integration. Himār serves a number of councils and committees at BIS, CII, FICCI, and PAFI, including at the CII International Trade Policy Committee and the FICCI Foreign Trade and Trade Facilitation Committee. He has worked in various capacities: as a journalist, an economist, with industry associations such as CII and FICCI, government ministries and agencies, and the Indian corporate sector. Himār was instrumental in establishing the public policy function at Bharti Enterprises and Reliance Retail Limited.

Having worked across geographies - India, South Asia, Europe and Africa in sectors such as digital economy & infrastructure, agriculture, retail & e-commerce and macroeconomics, he has led extensive policy engagements with the WTO, WEF, Broadband Commission, CEIP, CFR, RIEC, ICC, GSMA, Monetary Authority of Singapore among others.

Himār played a key role in setting up farmer producer organizations (FPOs) across all states in India and capacity building of multiple stakeholders. Himār has authored critical research pieces and articles published by Outlook Business and Asia Times. His research on manufacturing in China helped the Ministry of Commerce, Government of India (DIPP) understand the Chinese model of manufacturing with state subsidies. Similarly, his notable piece on Central Asia and the geopolitical influence of Russia and China in the region has been cited in many subsequent research papers.

He is a keen follower of strategic affairs, international trade, and geonomics. Deeply committed to the cause of preserving the environment and ecology in the Himalayas, he is associated with many self help groups to drive this. Himār is married to Dr Susheela Negi, a scientist leading climate change at the Ministry of Science & Technology, Government of India. They have 2 children – a son and a daughter. He is an alumnus of Bishop Cotton School; Himachal Pradesh University, IIPM & Fudan University, Shanghai.
