Arbatov provides a Russian perspective on the relationship between nuclear deterrence and nuclear proliferation, the policies of the "official" members of the nuclear club, and deterrence and nonproliferation policies in bi- and multi-lateral settings. The conclusions are the product of a working group of Russian experts, which Arbatov has chaired and which has been meeting for the past nine months in Moscow.
