Elliott Abrams is a senior fellow for the Middle East at the Council on Foreign Relations. During the presidency of George W. Bush, he served as special assistant to the president and senior director on the National Security Council for Near East and North African Affairs. Diwan interviewed Abrams on the margins of a conference in Washington, D.C. held on September 6–7. It was organized by the Carnegie Endowment for International Peace and Stanford University’s Center on Democracy, Development, and the Rule of Law, and was titled “Security, Prosperity, and Governance in the Middle East/North Africa.”
