Scott Singer is a fellow in the Technology and International Affairs Program at the Carnegie Endowment for International Peace, where he works on global AI development and governance with a focus on China.

Scott has contributed to landmark reports shaping global understanding of frontier AI capabilities and policy. He previously served as lead writer of the California Report on Frontier AI Policy, commissioned by California Governor Gavin Newsom, which informed SB-53—the United States' first law focused on frontier AI policy. He is also a writer on the International AI Safety Report, led by Professor Yoshua Bengio, which offers the most comprehensive global scientific assessment of frontier AI risks and governance to date.

Scott co-founded and directs the Oxford China Policy Lab, a research group that seeks to mitigate structural risks in the U.S.-China relationship. He is also an affiliate of the Oxford Martin School AI Governance Initiative. His work and expertise have been featured in outlets including Bloomberg, The Diplomat, The Financial Times, Foreign Policy, The Guardian, Just Security, Lawfare, NBC News, POLITICO, SCMP, TIME, The Verge, Vox, The Washington Post, and The Wire China.

Scott holds a Ph.D. in International Relations from the University of Oxford, where he was a Clarendon Scholar. Before that, he completed an MPhil with Distinction in International Relations from Oxford and a BA in Economics and Fundamentals: Issues and Texts from the University of Chicago. He was a National Bureau of Asian Research Chinese Language Fellow at the International Chinese Language Program in Taipei and is professionally fluent in Mandarin.
