Scott Collard is no longer with the Carnegie Endowment for International Peace.
Scott Collard was a nonresident scholar in the Technology and International Affairs Program at the Carnegie Endowment.
Prior to joining the Carnegie Endowment in 2021, Collard served in the United States Navy as an MH-60R helicopter pilot and chief flight instructor and is a recipient of the Fleet Scholar Education Program. His interests range from cyber governance, emerging technologies, and national security.
Earlier in his career, Collard served a tour in Atsugi, Japan, flying anti-submarine warfare, humanitarian assistance, and disaster relief missions attached to Helicopter Maritime Strike Squadron 51. His forward-deployed operational experience focused on UN Conventions on Law of the Sea, contested maritime claims, and nuclear deterrence. He was also a representative at the Maritime and Helicopter Operations Conference, advising foreign militaries on operational strategy.
