The lack of an international governance framework for military AI poses risks to global security. The EU should spearhead an inclusive initiative to set global standards and ensure the responsible use of AI in warfare.

The political debate in Europe is increasingly focused on whether to engage or isolate radical-right parties. A European democracy pact could help the EU mitigate the growing risk to liberal pluralism.

The EU’s enlargement momentum, fueled by Russia’s war against Ukraine, is wearing off. To make political conditionality work, the union must prioritize securing buy-in from candidate countries’ elites and civil society.

The steadfast support for European integration among Ukrainians is rooted in a perception of the EU as a community of shared democratic principles. The union should leverage its democratic appeal to solidify its role as a catalyst for change beyond its borders.

As the EU accelerates the process of adding new member states, it also needs to rethink the relationship between enlargement and democracy. The union should develop a “Copenhagen plus” approach to encourage more comprehensive democratic reforms in candidate countries.

Armenia, Bosnia and Herzegovina, Georgia, Moldova, and Serbia are caught in between Russia and the EU, building ties with the latter even as the former seeks to maintain influence there and deter the West.

Putin’s war on Ukraine marks the end of the near abroad—the idea that Russia enjoys a special status in much of the post-Soviet space. But while Russia’s neighbors are seeking greater independence, they are not necessarily turning West.
