is a senior fellow at Georgetown University’s Center for Security and Emerging Technology. He served as a speechwriter and adviser to former secretary of state John Kerry and as a professional staff member on the Senate Foreign Relations Committee.
Mira Rapp-Hooper
Mira Rapp-Hooper is Schwarzman Senior Fellow for Asia Studies at the Council on Foreign Relations and Senior Fellow at the Paul Tsai China Center at Yale Law School. She is the author of Shields of the Republic: The Triumph and Peril of America’s Alliances.
Ashley J. Tellis

Ashley J. Tellis was a senior fellow at the Carnegie Endowment for International Peace.
William J. Burns
Former Career Diplomat
A former career diplomat, William J. Burns served as director of the CIA, deputy secretary of State, and ambassador to Russia and Jordan. Burns was also president of the Carnegie Endowment for International Peace from 2015 to 2021.
