Paolo Ciocca is no longer with the Carnegie Endowment for International Peace.

Paolo Ciocca was a nonresident scholar in the Technology and International Affairs Program focused on the intersection of finance, security, and data economies. He currently serves as commissioner of CONSOB, the Italian financial services regulator, and focuses on FinTech regulation, technological innovation in the financial sector (AI), cybersecurity of FMIs, and financial intermediaries.

In his prior capacity, he acted as deputy director-general of the Italian Security Intelligence Department, in charge of strategic analysis for the overall intelligence community. He was also in charge of the Italian cybersecurity initiative (design and implementation of the national cybersecurity strategy throughout the public, private and research sectors).

Before joining the Italian intelligence community, Ciocca held progressive senior positions as an international tax and financial expert in the Italian Treasury (last position as director-general, head of the Italian Tax Department), the OECD (chair of Committee on Fiscal Affairs), the UN (member of the UNSG tax experts group), the Italian Central Bank, and the Italian insurance supervision. He has also served as secretary of the International Fund for Agricultural Development (IFAD), a UN IFI.

Ciocca holds a degree in economics and a PhD in tax.
