Geoffrey Irving

Geoffrey Irving is a nonresident scholar with the Technology and International Affairs Program at the Carnegie Endowment for International Peace and is general counsel at AnySignal, a leading space communications platform.

Irving previously served as director of technology assessments and intelligence activity at the U.S. Department of Commerce’s Bureau of Industry and Security. In that role, he led the development and issuance of major regulatory actions at the intersection of technology, trade, and national security, including the Connected Vehicle ICTS Final Rule. He also served at the National Security Council as a director for technology and national security. 

Earlier in his career, Irving was a foreign investment review attorney at the U.S. Department of Defense, where he represented national security interests in matters before the Committee on Foreign Investment in the United States and Team Telecom.

A Marine Corps veteran, Irving served as both an enlisted Marine and an officer, concluding his active-duty service as a judge advocate. He continues to serve in the Marine Corps Reserve with the Defense Intelligence Agency.

Irving writes frequently on national security, emerging technology, economic security, and geostrategic competition.
