WASHINGTON—Andrew S. Weiss will join the Carnegie Endowment for International Peace as vice president for studies. In his new role, Weiss will oversee the Russia and Eurasia Program in Washington and the Carnegie Moscow Center. Weiss was most recently director of the RAND Corporation’s Center for Russia and Eurasia and executive director of the RAND Business Leaders Forum.
Weiss’s career has spanned both the public and private sectors. He previously served during the administrations of Presidents Bill Clinton and George H. W. Bush as director for Russian, Ukrainian, and Eurasian Affairs on the National Security Council staff, as a member of the State Department’s Policy Planning Staff, and as a policy assistant in the Office of the Under Secretary of Defense for Policy. Before joining RAND, Weiss was a vice president and investment strategist at American International Group, Inc. (AIG) subsidiary companies where he worked primarily on global commodities, energy, and foreign exchange markets.

Andrew has a unique combination of skills: he worked on the National Security Council staff during a critical period in the U.S.-Russian relationship, he has run a major think tank program, and he has been an investment strategist on Wall Street. He will be a valuable addition to our global network at a time when Russia and the region are making their presence felt in international relations once more.”

The Carnegie Russia and Eurasia Program has, since the end of the Cold War, led the field of Eurasian security, including strategic nuclear weapons and nonproliferation, development, economic and social issues, governance, and the rule of law.
The Carnegie Moscow Center was the first public policy research institution of its size and kind in the region. The center brings together senior researchers from across the Russian political spectrum and Carnegie’s global centers to provide an open forum for the discussion of critical issues.
