2009 Carnegie International Nonproliferation Conference

IMGXYZ1190IMGZYX A number of important issues involving verification are on the global agenda: U.S.-Russian strategic arms control, denuclearization in North Korea, reform of IAEA safeguards, nuclear disarmament, national debates about CTBT ratification and international discussions about an FMCT. What common ground on verification is emerging? What disputes appear likely? Can a new relationship be forged between intelligence gathering and verification regimes? How much verification is useful or necessary? Is verification a side-show or the central issue?
