Rachel George is a nonresident scholar at Carnegie California. Her research focuses on artificial intelligence, technology, democracy, and governance. She is also a lecturer at Stanford University in the program in international relations and a fellow with the Georgetown Institute for Women, Peace, and Security. Previously, she was director for education content at the Council on Foreign Relations, a research fellow at ODI, and a lecturing fellow at Duke University.

Her research has been published in outlets including Foreign Policy, Just Security, The Washington Quarterly, World Politics Review, The National Interest, Think Global Health, CFR.org, Human Rights Review, and as chapters in The Arab Gulf States and the West: Perception and Misperception, Opportunities and Perils, and The Routledge History of Human Rights. She has also served as a contributor for BBC News, CNN, and Arise America, and has worked with partners including the World Bank, UN Development Program, the Bill & Melinda Gates Foundation, the UK Foreign, Commonwealth, and Development Office, and the UN Counterterrorism Executive Directorate. 

She holds a BA in politics from Princeton University, an MA in Middle Eastern studies from Harvard University, and a PhD in international relations from the London School of Economics and Political Science.
