The Future of U.S. Financing for Foreign Investments in Clean Energy

U.S. financing for foreign investments in clean energy is in a decisive period: the world is facing an energy shock from the closure of the Strait of Hormuz, the United States is preparing for the 2026 elections, the U.S. Export-Import Bank requires reauthorization by the end of the year, and China continues to dominate global clean energy markets. Against this background, the U.S. energy industry and national security community are calling for the state to help expand the supply of clean energy and support U.S. exports and the spread of U.S. technology.

This trio of papers outlines a vision for the future of U.S. foreign energy investment, focusing on the International Development Finance Corporation, the Export-Import Bank, and the overall, cross-agency project pipeline. The aim is to inform efforts to boost U.S. support for clean energy around the world.

Sustainability, Climate, and Geopolitics

The Sustainability, Climate, and Geopolitics Program explores how climate change and the responses to it are changing international politics, global governance, and world security. Our work covers topics from the geopolitical implications of decarbonization and environmental breakdown to the challenge of building out clean energy supply chains, alternative protein options, and other challenges of a warming planet.
