Carnegie’s Douglas Paal appeared on CCTV to discuss the Third Plenum of the 18th Chinese Communist Party Congress. During the interview he explained the significance of the Third Plenum, saying, "A lot of us are hoping that China will be able to start the process of implementing reforms that will carry China from the rapid investment and export led growth to consumption led growth. You have to make a lot of changes in the system, not just parts of the system. This Third Plenum will be an opportunity to articulate a vision and the first steps toward accomplishing that vision."
