防止核扩散的制裁艺术

制裁被认为是防止核扩散必不可少的一种手段,并在例如伊朗问题的某些情况中体现出有效性。但是,随着朝鲜等新的挑战逐渐显现,美国及其伙伴能否正确利用这一手段来实现他们的目标呢?理查德·尼普尔在其新著 《制裁的艺术》一书中,首次对制裁措施的设计和使用进行了总结。随后,伊丽莎白·罗森伯格和安东尼·鲁杰罗详述了他们针对不同对象采取制裁措施的相关经验,为如何在当前以及未来情形中使用制裁措施提供了建议和经验教训。
