DAVID MARTIN, professor of law at the University of Virginia School of Law, served as INS general counsel from 1995 to 1998 and has published widely on immigration, refugees, human rights, and constitutional law.

JESSICA MATHEWS, president of the Carnegie Endowment, moderated the event.
