Global Electronic Commerce and International Trade in Services

About the speakers:

Aaditya Mattoo is a Senior Economist at the World Bank, and divides his time between the Development Research Group and the World Bank Institute. He is leading a project on international trade in services, and specializes in trade policy analysis and the operation of the WTO. Previously, he has been an Economic Counsellor at the Trade in Services Division, and Economic Affairs Officer in the Economic Research and Analysis and Trade Policy Review Divisions of the World Trade Organization. Among his publications are Development, Trade and the WTO: A Handbook, and "Shaping Future Rules for Trade in Services: Lessons from the GATS."

Bruno Lanvin is the Manager of the Information for Development Programme (infoDev) at the World Bank. He also serves as the Executive Secretary of the Digital Opportunity Task Force (The DOT Force) launched by the Group of Eight nations and other partners to help bridge the global digital divide. Previously, Mr. Lanvin spent twenty years with the United Nations, including as Head of Electronic Commerce at the United Nations Conference on Trade and Development, Head of Strategic Planning and later Chief of the SME Trade Competitiveness Unit of UNCTAD, and World Coordinator of the United Nations Trade Point Programme. Among his major publications are Building Confidence: Electronic Commerce and Development, and Trading in a New World Order: The Impact of Telecommunications and Data Services on International Trade in Services.

Geza Feketekuty is President of the International Commercial Diplomacy Project, Inc., a nonprofit organization devoted to the development of training materials in Commercial Diplomacy. He is also the Distinguished Professor of Commercial Diplomacy at the Monterey Institute of International Studies, where he has developed a new graduate degree program. Previously, Mr. Feketekuty served with the Office of the U.S. Trade Representative for over twenty years in a variety of senior trade policy positions. He is widely recognized to have played the leading role in establishing international transactions in services as a trade issue and initiating the negotiations that led to the World Trade Organization's General Agreement on Trade in Services. Among his publications are International Trade in Services: An Overview and Blueprint for Negotiations, and Trade Strategies for a New Era: Ensuring U.S. Leadership in a Global Economy.

Donald Abelson is Chief of the International Bureau at the Federal Communications Commission. Previously, Mr. Abelson spent over twenty years with the Office of the U.S. Trade Representative. As Assistant U.S. Trade Representative for Industry and Communications and as Chief Negotiator for Communications and Information, he led USTR's successful efforts to facilitate global electronic commerce over the Internet and to extend multilateral trade rules to international telecommunications services. Similarly, as Assistant U.S. Trade Representative for Services, Investment and Intellectual Property, Mr. Abelson was the senior U.S. negotiator on the establishment of the World Trade Organization's General Agreement on Trade in Services.
