Chinese Foreign Policy Under Xi Jinping

Who is Xi Jinping and what is his vision? Speaking at the Carnegie Moscow Center, Kevin Rudd, a premier China expert and former Australian politician who was prime minister of Australia from 2007 to 2010 and again in 2013, gave his assessment of China under the leadership of President Xi Jinping and his proactive foreign policy in international arena.

Carnegie’s Dimitri Trenin gave the opening remarks and Alexander Gabuev moderated.

Discussion Highlights

  • Leadership under Xi Jinping: Rudd characterized Xi Jinping’s foreign policy as a break from the past, in the sense that Xi’s foreign policy is much more proactive than his predecessors. Rudd suggested this change is driven by Xi’s desire to complete the transformation of the Chinese economy and pursue the China Dream.
     
  • Looking to the Future: Considering himself as a China-optimist, Rudd argued that despite the unstable global economy and recent scare in the Chinese economy, Beijing will be able to correct the growth gap to sustain stability. He also predicted that China will play a proactive role in constructing a multipolar world.

Kevin Rudd

Kevin Rudd is the president of the Asia Society Policy Institute and has served as Australia’s 26th prime minister (2007–2010, 2013) and as foreign minister (2010–2012). He led Australia’s response during the global financial crisis, reviewed by the IMF as the most effective stimulus strategy of any member state.

Dmitri Trenin

Dmitri Trenin is director of Carnegie Moscow Center and chair of its Foreign and Security Policy Program.

Alexander Gabuev

Alexander Gabuev is a senior associate and the chair of the Russia in the Asia-Pacific Program at the Carnegie Moscow Center.

Since joining Carnegie in 2015, Gabuev has contributed commentary and analysis to a wide range of publications, including the Financial Times, the New York Times, the Wall Street Journal, and the Economist.
