In response to great-power rivalry and the weaponization of interdependence, the EU has adopted a geopolitical approach to economic statecraft. To build resilience and maintain its international credibility, the union will have to balance its pursuit of economic security with broader foreign policy goals.

Political shifts in Europe and the United States risk deepening divisions within the EU. Leaders should make clear that investing in Ukraine’s defense is essential for securing Europe’s shared future.

There is a growing consensus that a political union will be the critical condition determining whether Europeans matter together, or falter separately in the world.
