Speaking on KCRW’s To the Point, Carnegie’s Toby Dalton discussed challenges to nuclear security and deterrence stability in Pakistan. Pakistan’s development of tactical nuclear weapons leaves it more vulnerable to the possibility of theft or unathorized launch, he said.  In addition, the fact that Pakistan and India view nuclear weapons very differently and have no ongoing dialogue about these issues means that the risk of miscalculation remains high.
