This monograph identifies the principal elements of what might serve as a pragmatic, bipartisan framework for U.S. policy toward China?one that permits a reasonably stable relationship with an increasingly stronger China and helps to limit the dangers from disagreements with Beijing, especially those, such as Taiwan, that could lead to military confrontation.

Morton Abramowitz is former president of the Carnegie Endowment for International Peace and a former Assistant Secretary of State for Intelligence and Research.
