Project

Task Force on U.S. Policy Toward Russia, Ukraine, and Eurasia

The task force will assess the strengths and weaknesses of U.S. and Western policy toward Russia, Ukraine, and Eurasia since the end of the Cold War and offer a set of guiding principles for a durable U.S. policy framework. The task force is a joint effort with the Chicago Council on Global Affairs and is supported, in part, by the Carnegie Corporation of New York.

Please join the Carnegie Endowment for International Peace and the Chicago Council on Global Affairs for the launch of a report on the findings of a high-level bipartisan task force on U.S. policy toward Russia, Ukraine, and Eurasia. The discussion will identify the guiding principles for a sustainable U.S. policy approach.

The bipartisan task force, which was co-chaired by Senator Chris Murphy and Ambassador Richard Armitage, has published a series of white papers on key issues, all of which are available on Carnegie’s website.

William J. Burns

William J. Burns is president of the Carnegie Endowment for International Peace. He previously served as U.S. deputy secretary of state.

Chris Murphy is the junior United States senator from Connecticut.

Richard Armitage is president of Armitage International. He previously served as U.S. deputy secretary of state.

William J. Burns

Former Career Diplomat

A former career diplomat, William J. Burns served as director of the CIA, deputy secretary of State, and ambassador to Russia and Jordan. Burns was also president of the Carnegie Endowment for International Peace from 2015 to 2021.

Ivo Daalder

Ivo Daalder is president of the Chicago Council on Global Affairs.

Chris Murphy

Chris Murphy is a United States senator for Connecticut. As a member of the Foreign Relations Committee, he has been an outspoken proponent of diplomacy, international human rights and the need for clear-eyed American leadership abroad. Murphy currently serves as the chairman of the Subcommittee on Near East, South Asia, Central Asia and Counterterrorism.
