The Democracy, Conflict, and Governance Program is a leading source of independent policy research, writing, and outreach on global democracy, conflict, and governance. It analyzes and seeks to improve international efforts to reduce democratic backsliding, mitigate conflict and violence, overcome political polarization, promote gender equality, and advance pro-democratic uses of new technologies.

Lilia Shevtsova, a leading Russian commentator and award-winning journalist, is a senior associate at the Carnegie Endowment. She has just published a new book, Putin’s Russia, which former Soviet president Mikhail Gorbachev calls “a very thoughtful book and an interesting read” and Henry Kissinger names “an invaluable analysis.” Shevtsova is the author of six books, including Yeltsin’s Russia: Myths and Reality, and coeditor of Gorbachev, Yeltsin, and Putin.

Former Senior Associate, Russian Domestic Politics and Political Institutions Program, Moscow Center

Shevtsova chaired the Russian Domestic Politics and Political Institutions Program at the Carnegie Moscow Center, dividing her time between Carnegie’s offices in Washington, DC, and Moscow. She had been with Carnegie since 1995.
