Few have anticipated the difficulties resulting from shutting down the A.Q. Khan network and preventing additional illicit nuclear trade by the likes of Iran, Syria, and North Korea. The challenges in the private sector, intelligence, and law enforcement remain formidable. Panelists described the achievements and problems in bringing down the Khan network and the changes needed to deal with pervasive illicit nuclear trade.
